You need to check if the services required for usage type PI are running.
Procedure
Perform the following steps:

Start the SAP NetWeaver Administrator.

Choose
Operation Management 
Systems Start & Stop Java EE Services 
. A list of the deployed services appears.

Check that the following services are running:

sap.com/com.sap.aii*
-
sap.com/com.sap.xi*
-
-
If one of the services is not running, select the service and choose Restart.
